Dr Bob Horton has a Ph.D. in the microwave field from the University of Wales (UK). In his earlier career he worked for the Telecom Australia Research Laboratories, involved in digital radio systems, satellite, cellular mobile and broadband systems including fibre optics and cable. He moved on to the Corporate Centre of Telecom Australia as Director of Industry Strategy.
He later joined the regulatory body in Australia, and for 10 years was the Deputy Chair and then Chair of the Australian Communications Authority. He led the 2000 and 2003 Australian Delegations to the ITU World Radiocommunication Conference. He was also inaugural chair of the ITU-T Telecommunications Advisory Group in Geneva for 4 years, followed by a considerable time as Chair of the APT Standardization Program.
He is currently a Consultant to the satellite industry, and was a Board Member of the regulatory body (NICTA) in Papua New Guinea during 2010-2017.
