In spring 2015, Prof. Taylor, after 28 years, retired from full-time teaching at Penn State, and took an appointment as Distinguished Professor in Residence at the University of Hawaii-Mānoa, where he taught graduate and undergraduate students and served as Senior Advisor to the Pacific ICTD Collaborative. He has returned to Penn State, where he serves as co-Editor-in-Chief of the Journal of Information Policy and co-Director emeritus of the Institute for Information Policy. He continues to conduct research, particularly related to China. He has been active in the leadership of PTC for many years, and served as Chairman of the Board of Governors for two years. He is currently a member of the Advisory Council. He holds a doctorate in Mass Communications from Columbia University and a J.D. degree from New York University School of Law. He is a member of various bar associations, including the Federal Communications Bar Association.
